近日，由管道局承建的孟加拉国单点系泊及双线管道工程输送的首批4万吨柴油和3万吨原油抵达孟加拉国石油公司东方炼厂，标志着孟加拉国首个海陆一体化超大型石油储运项目正式投入商业运营。
该工程是孟加拉国实现2041年国家发展愿景的旗舰项目，也是中孟两国共建“一带一路”能源合作取得的重大成果。由中国政府提供优惠贷款、中国进出口银行提供融资、中石油管道局承建，实现了中国资金、中国技术、中国设备、中国施工“全产业链走出去”。
管道局承建的孟加拉单点系泊项目
这是该工程建成后首次将柴油和原油输送至东方炼厂，彻底结束了此前炼厂接收原油和柴油需要靠小船接驳大船运输的传统低效和不环保的方式。10万吨级的大型油轮在距离陆地16公里的海上直接系泊，而后通过总长220公里的海底和陆上管道，将石油直接卸载并运输到炼厂。将原来卸载运输10万吨石油时间从11天缩短到了约48小时，同时为孟东方炼油厂原油年处理能力从现在的150万吨扩容至450万吨提供了重要保证。
作为共建“一带一路”倡议在孟加拉国首批落地的重要油气储运项目，该项目将极大缓解孟加拉国能源紧张局面，成为孟加拉国新的能源大动脉。项目建设还为孟加拉国创造了近4000个的就业岗位，为当地培养了一批优秀的技术人才。
此外，该工程有力带动了“中国制造”走出去。工程建设所需的核心物资和相关设备等主要材料有95%来自中国，我国海洋工程装备技术也实现新发展。
